Overview

The LANL Foundation is honored to be selected as a key partner in supporting the New Mexico Public Education Department (PED) and WestEd in the development of the Comprehensive Remedial Action Plan in response to the Martinez/Yazzie decision.  

As part of this initiative, the LANL Foundation seeks a qualified contractor to collaborate with our team in facilitation support to enhance regional community meetings in these areas to appropriately gather Native voices at regional community meetings across New Mexico, some of which will have a strong emphasis on Tribal Community voice. These include Española, Farmington, Mescalero, Gallup and Zuni. These community meetings, along with others, are designed to gather stakeholder voices, related to students and their experience in public education in New Mexico. In addition, this contractor will be responsible for supporting a meeting in September in Gallup that will convene tribes from across the state. A collaboration of contractors with connections to some or all of these regions is preferred. The dates for these events are pre-approved and will occur throughout the month of August:

  • August 5 — Farmington, Española
  • August 7 — Mescalero 
  • August 14 — Zuni
  • September – Date TBD – Gallup

The contractor(s) will be responsible for participating in planning meetings, co-developing agendas in collaboration with LANL Foundation staff, and supporting the facilitation of each event. This contractor(s) will collaborate with LANL Foundation staff and a seperate contractor that is working across the state.

These meetings will be open to the broader community and may include more than 150 participants per location. Collaboratives and multiple contractors are encouraged to apply based on regional expertise and connection. 

Selected contractor(s) will need to work within an aggressive timeline, with facilitation dates set for late July through August.  

Scope of Work

The contractor(s) will be responsible for the following:

  • Planning and Coordination
    • Participant in regular planning meetings with LANL Foundation staff
    • Support the identification and outreach to local partners and community voices
    • Support logistical planning
  • Agenda Development
    • Collaborate with LANL Foundation staff to design inclusive and participatory agendas
    • Develop facilitation materials, such as slide decks, worksheets, and discussion prompts
  • Facilitation of Community Meetings
    • Ensure meetings are accessible, inclusive, and culturally responsive
    • Manage group dynamics and maintain focus on key outcomes
    • Provide differentiation depending on needs (working with translators etc.)
    • Each regional meeting shall include local context in the framing and facilitation, including community engagement, youth voice, and local context that has been collected in the region over the course of the lawsuit
  • Documentation and Follow Up
    • Provide high-level summaries of each meeting, including attendance, key themes, and recommendations
    • Debrief with LANL Foundation staff after each convening to identify adjustments and improvements
    • Attend meetings with New Mexico Public Education Department as needed to provide summaries or clarifications on collected data

Desired Qualifications

  • Proven experience in group facilitation and community engagement
  • Familiarity with the cultural, geographic, and linguistic diversity of New Mexico communities
  • Familiarity with the Martinez/Yazzie court decision and its impact on the education ecosystem
  • Ability to travel statewide or lead in specific regions
  • Strong written and verbal communication skills
  • Native American owned applicants preferred
  • Bi-lingual preferred
