Overview

The LANL Foundation is honored to be selected as a key partner in supporting the New Mexico Public Education Department (PED) and WestEd in the development of the Comprehensive Remedial Action Plan in response to the Martinez/Yazzie decision.  

As part of this engagement, the LANL Foundation seeks a qualified contractor(s) to support with the facilitation of regional community meetings across New Mexico that focus on root cause analysis, including in the following locations: Albuquerque, Carlsbad, Clovis, Española, Farmington, Mescalero, Las Cruces, Raton, Santa Fe, Silver City and Zuni, as well as a virtual option.  Collaboratives and contractors with connections to some or all of these regions are preferred.  The dates for these events are pre-approved and will occur throughout the month of August:

  • August 5 — Farmington, Española, Las Cruces
  • August 6 — Raton
  • August 7 — Santa Fe, Mescalero, Clovis
  • August 14 — Silver City, Zuni, Carlsbad
  • August 20 — Albuquerque
  • August 26 — Virtual Community Meeting
  • September –– Gallup (Date TBD)

The contractor(s) will be responsible for participating in planning meetings, co-developing agendas in collaboration with LANL Foundation staff, and leading the facilitation of each event. The contractor(s) will collaborate with a separate contractor to support regional community meetings to appropriately gather native voices for this initiative. These meetings will be open to the broader community and may include more than 150 participants per location. Collaboratives and multiple contractors are encouraged to apply based on regional expertise and connection. 

Selected contractor(s) will need to work within an aggressive timeline, with facilitation dates set for late July through August.  

Scope of Work

The contractor(s) will be responsible for the following:

  • Planning and Coordination
    • Participant in regular planning meetings with LANL Foundation staff
    • Support the identification and outreach to local partners and community voices to include in community meetings
    • Support logistical planning
    • Collaborate with Tribal facilitation contractor to support regional community meetings focused on Tribal communities
  • Agenda Development
    • Collaborate with LANL Foundation staff to design inclusive and participatory agendas that are focused on root cause analysis
    • Develop facilitation materials, such as slide decks, worksheets, and discussion prompts
  • Facilitation of Convenings
    • Engage local and regional entities to assist with direct facilitation of in person meetings
    • Facilitate one (1) virtual convening
    • Ensure convenings are grounded in a root cause analysis of issues, including local assets, barriers to service, and proposed solutions
    • Ensure meetings are accessible, inclusive, and culturally responsive
    • Manage group dynamics and maintain focus on key outcomes
    • Provide differentiation depending on needs (working with translators etc.)
    • Each regional meeting shall include local context in the framing and facilitation, including community engagement, youth voice, and local context that has been collected in the region over the course of the lawsuit
  • Documentation and Follow Up
    • Provide high-level summaries of each meeting, including attendance, key themes, and recommendations
    • Debrief with LANL Foundation staff after each meeting to identify adjustments and improvements
    • Attend meetings with New Mexico Public Education Department as needed to provide summaries or clarifications on collected data

Desired Qualifications

  • Proven experience in group facilitation and community engagement
  • Familiarity with the cultural, geographic, and linguistic diversity of New Mexico communities
  • Familiarity with the Martinez/Yazzie court decision and its impact on the education ecosystem
  • Ability to travel statewide or lead in specific regions
  • Strong written and verbal communication skills
  • Bi-lingual preferred

Proposal Requirements

Please submit a brief proposal (no more than two pages) that includes:

  • Overview of relevant experience
  • Approach to the scope of work, including local and regional partner organizations that will contribute
  • Estimated timeline and budget (not to exceed $80,000.00)
  • Two references
